You pre-register in-game by creating a new Archer.

are you sure? cus thats not whats happening in EU/NA you get reward for pre-registering and you get different reward for creating archer.

I got an answer from a GM saying the event for registration has ended but then again the event period is set from 1st till 12th isn't it?..

Yes, pre-registration event period 01-Dec-2018 to 12-Dec-2018 before maintenance is print on official web site.
I have the same problem and got the same error message also. I sent a ticket to Support and waiting for reply atm.

so i got a reply to my ticket and they said they are working on a fix at the moment. i just hope they can fix it soon.
