Elvia Realm UI not working as intended?

The purpose of the update was to give adventurers a chance to access the Elvia Realm without having to switch to Elvia Servers (while freeing the spots in process). But the function doesn't seem to work on Non-elvia servers. The UI function only works at Elvia Servers, which just makes it redundant. It's either I have bad understanding on what the update said, or it's a system error.
