Delete BlackDesertPatcher32.pae completely. Start the game. Done. Working.

There were no answers anywhere on the internet and I got pissed and just acted like a jerk and deleted the file thinking "maybe it will just start so it can replace the missing files, or allow me to "verify" at least". Then it just started. If it happens again, rinse and repeat.

have the same problem too, fixed by get the steamapi from my friend and place it to the bdo folder. i link the steamapi in case you need it
